1. Slightly crush cereal to equal 250 mL (1 cup). In large mixing bowl, mix together crushed cereal, flour, brown sugar, salt and nutmeg.
2. Using pastry blender or fork, cut in butter until mixture resembles coarse crumbs. Mix in water (mixture will be crumbly). Reserve 250 mL (1 cup) crumb mixture for topping.
3. Press remaining crumbs firmly into bottom of 23 cm (9-inch) square baking pan coated with non-stick cooking spray, using back of spoon. Spread with preserves. Top with reserved crumbs.
4. Bake at 180°C (350°F) for about 40 minutes or until light brown. Let cool, cut into bars.
