1. In medium bowl combine cereal, flours, sugar, soda, salt and cinnamon. Using pastry blender or fork, cut in margarine until mixutre resembles coarse crumbs. Stir in water ( mixture will be crumbly ). Set aside 250 ml (1 cup) of mixture. Press remainder into bottom of greased 2 L (9x9") square baking pan using back of spoon.
2. Gently spread jam over cereal mixture. Top with reserved cereal mixture, pressing lightly.
3. Bake at 180°C ( 350°F ) 20 - 25 minutes or until lightly browned. Cool slightly before cutting into bars. Dust lightly with icing sugar if desired.
