1. In medium bowl, mix together flour, baking soda, cream of tartar and salt. Set aside.
2. In large mixing bowl, with electric mixer, cream together butter and sugar until light and fluffy. Beat in egg whites and vanilla. Mix in milk and cereal. Stir in flour mixture until combined.
3. Measure 15 mL (1 tbsp) and drop into sugar, rolling to coat completely. Place about 5 cm (2 inches) apart on baking sheet coated with non-stick cooking spray.
4. Bake at 190°C (375°F) for about 8 minutes or until light brown. Let cool for 2 minutes then remove to wire racks and cool completely. Store in airtight container.
**Turbinado sugar is raw sugar that has coarse blond coloured crystals and tastes slightly of molasses.
